Cooperative Sector in Uruguay

Alan Avans at Ecodema has an interesting post (with a lot of good links) on cooperatives in Uruguay, which has "probably the heaviest concentration of cooperatives of all kinds relative to its population..."

Montevedeo has done some intriguing experiments with municipal decentralization, similar in some ways to the "mutualization of services" you've written about. I've only just started reading about it, so I can't say much about the strengths and weaknesses of the reforms. But here's a couple interesting papers:

One predictable problem, noted at the second link: "On the one hand, as organs for the participation of civil society, these Councils are supposed to be autonomous from the local state. On the other hand, as bodies of the decentralised system of government, they operate under the guidelines and institutional constraints established by the city government....Councillors feel that while they were elected to represent civil society vis-a-vis the state, they quickly are placed in a position where they act, unintentionally, as if they were representatives of the local government within their communities."
